Odoo Enterprise or Community: which one for a company in Kuwait

Community is the free, open-source core of Odoo. Enterprise adds the Accounting app, Payroll, Studio, Helpdesk, Planning, Odoo’s hosting, support and version upgrades under a paid subscription. This guide sets out what each edition includes, what it costs over five years, and which one fits a company in Kuwait.

For most companies in Kuwait that want finance and HR in Odoo, Enterprise is the edition to choose: the Accounting app, Payroll, Studio and Odoo’s upgrade service exist only in Enterprise, and Kuwaiti payroll has to be configured on the Payroll app. Community fits a company that wants sales, purchasing, inventory and invoicing in Odoo, keeps payroll and the statutory accounts elsewhere, and has an IT team or a partner under contract to run the servers and the upgrades. Both editions share the same core, and a Community database can be switched to Enterprise later.

What Community includes, and what it leaves out

Community covers operations: CRM, Sales, Purchase, Inventory, Manufacturing, Point of Sale, Website and eCommerce, Project, Timesheets, Employees, Time Off, Expenses, Fleet, Maintenance and Invoicing. What it leaves out is mostly finance, payroll and the services around the software.

  • Accounting. Community has the Invoicing app: invoices, vendor bills, payments and journal entries. The Accounting app, with the financial reports, bank reconciliation and budgets, is Enterprise.
  • Payroll. There is no Payroll app in Community. Payslips and bank salary files need Enterprise or a third-party module.
  • Studio. Adding fields, screens, reports and approval rules without code is Enterprise only.
  • Helpdesk and Planning. Both are Enterprise apps, as are Documents, Sign, Approvals, Quality, Subscriptions and Knowledge.
  • Mobile app. Odoo’s own mobile app supports Enterprise. Community users open Odoo in the phone’s browser.
  • Odoo’s hosting. Odoo Online and Odoo.sh run Enterprise. Community runs on your own servers or a cloud provider’s.
  • Support and upgrades. The Enterprise subscription includes Odoo’s helpdesk, bug fixes, security updates and upgrade service. Community has none of these from Odoo.

Licensing: LGPL and the Enterprise license

Community is licensed under the GNU LGPL version 3. You can download it, run it for any number of users and change it, with no license fee. Enterprise is licensed under the Odoo Enterprise Edition License: the software may only be used with a valid Enterprise subscription for the right number of users, and it may not be copied or resold.

For a buyer this means two things. Enterprise is a recurring cost per user for as long as you use it. And your partner cannot run Enterprise for you during the implementation without a subscription in place; Odoo’s partner agreement forbids it.

Hosting

Enterprise runs on Odoo Online, on Odoo.sh or on your own servers. Odoo Online is the simplest, with hosting and daily backups included, but it accepts no custom modules and no modules from the Odoo Apps Store. If you need custom modules, for example for Kuwaiti payroll rules, you need the Custom plan with Odoo.sh or your own servers. The Standard plan also leaves out Studio, multi-company and the external API, which a group of companies or an online store connected to Odoo will need.

Community has one option: your own servers, in your office or with a cloud provider. Someone has to install Odoo, apply security updates, take backups and test that they restore. That is your IT team or your partner, under a contract.

Upgrades and support over five years

Odoo releases a major version every year and gives each one three years of standard support: helpdesk, bug fixes and security updates. Odoo 20 came out in September 2026 and is planned to be supported until September 2029. Extended support after that costs extra and is only offered on Odoo.sh and on your own servers.

With Enterprise, Odoo upgrades the database to a new version free of charge, including the changes made with Studio. Modules written by your partner are not covered unless they are under a maintenance-of-customizations subscription, and the database cannot move until they are ready for the new version. On Odoo Online a new major version is mandatory every two years; Odoo.sh allows two more years after standard support ends; on your own servers you can stay on an old version, at your own risk.

With Community there is no subscription, so there is no upgrade service behind it. Each upgrade is a project: your partner migrates the data with the Odoo Community Association’s OpenUpgrade scripts or its own, after every third-party and custom module has been ported to the new version.

What Kuwait changes in the decision

Payroll. Odoo documents payroll localizations for Saudi Arabia, the UAE, Oman, Egypt and Jordan, but not for Kuwait. Kuwaiti payroll, with PIFSS contributions for Kuwaiti employees, end-of-service indemnity under the private-sector labour law (Law No. 6 of 2010), leave settlement and the salary transfer file for your bank, is configured by your partner on the Payroll app. Community has no Payroll app to configure.

Arabic and the dinar. These work in both editions. The Kuwait accounting localization adds a chart of accounts, Odoo’s GCC invoice module prints Arabic beside English on invoices, credit notes and vendor bills, and the Kuwaiti dinar is set to three decimals.

Tax. Kuwait has no VAT as of October 2026. Saudi ZATCA e-invoicing and Egypt’s ETA e-invoicing are in both editions too, so tax rarely decides the edition here. Payroll, the accounting reports your auditors ask for, and approvals usually do.

When Community is the right call

  • You want operations in Odoo first: sales, purchasing, stock, manufacturing or point of sale, with invoicing.
  • Your accounts and payroll stay with your accountant or another system, and Odoo hands them invoices and bills.
  • You have an IT team, or a partner under contract, to run the servers, backups and upgrades.
  • You accept OCA community modules for the reports Community lacks, and the testing they need at every upgrade.
  • Many users do simple work, so the per-user subscription would be the largest line in the budget.

When it is not

  • You want payroll in Odoo, with PIFSS, indemnity and the bank salary file.
  • Finance closes the month in Odoo and needs the financial reports, bank reconciliation and budgets.
  • Departments will keep asking for new fields, screens and approval steps, and Studio would handle most of them without code.
  • You want Odoo to host, back up and upgrade the database, and nobody in-house to run servers.

Total cost over five years

Compare the five years line by line, not the license alone. Community saves the subscription and moves the other costs to you and your partner.

Over five years, a company that stays on supported versions changes version at least once, and on Odoo Online at least twice. That is where Community’s savings shrink, because every module that fills a gap has to be ported and tested again.

How IT Horizon handles the choice

What to do next

  1. List the processes you want in Odoo in the first year, and mark payroll, accounting reports and approvals.
  2. Count the users who will log in, and check the per-user price for Kuwait on odoo.com/pricing.

Common questions

Yes. Community is licensed under the LGPL version 3 and has no license fee for any number of users. You pay for hosting, implementation, support and upgrades instead.

Yes. Enterprise is built on Community, and Odoo documents the switch: install the Enterprise modules on the same database and enter a subscription code. Plan it with your partner, because third-party modules added to fill Community gaps may overlap with Enterprise apps.

Yes. Arabic with right-to-left screens, the Kuwait chart of accounts, Arabic and English invoices through the GCC invoice module, and the dinar with three decimals are all in Community.

Not out of the box. Community has no Payroll app, so Kuwaiti payroll needs a third-party or custom module, or a separate payroll system. On Enterprise, your partner configures PIFSS, end-of-service indemnity and the bank salary file on the Payroll app.
