Odoo partner for Saudi Arabia

Odoo for companies in Saudi Arabia, with ZATCA e-invoicing, GOSI payroll and Arabic tax invoices.

IT Horizon is an Odoo partner in Salmiya, Kuwait. We implement Odoo 20 Enterprise for companies in Saudi Arabia, with workshops held remotely and on-site days in the Kingdom when the project needs them. The setup covers 15% VAT and ZATCA e-invoicing, payroll with GOSI and Mudad, and tax invoices in Arabic and English.

What we configure for Saudi Arabia

The Saudi rules we set up in Odoo.

Odoo has a Saudi localization for accounting, e-invoicing and payroll. We install it, complete the data that ZATCA and Mudad check, and test it on a copy of your records.

VAT and ZATCA e-invoicing

Odoo’s Saudi localization with 15% VAT and the VAT return, and ZATCA Phase 2: tax invoices cleared and simplified invoices reported through Fatoora.

Payroll, GOSI and Mudad

Odoo Payroll’s Saudi package with GOSI contributions for Saudi and non-Saudi staff, the end-of-service provision and the WPS file for Mudad.

Payments and banks

Card and mada payments through a local gateway in Point of Sale and online, and bank statements in riyals reconciled in Accounting.

Arabic and English documents

Tax invoices in Arabic as ZATCA requires, with English alongside, plus bilingual payslips and reports and right-to-left screens.

Implementation and hosting

Workshops, configuration, data migration and go-live on Odoo 20, hosted on Odoo.sh or on servers in the Kingdom.

Support after go-live

A team in Kuwait, in the same time zone as Riyadh, as your first line of support, with response times written into the agreement.

Why it is different in Saudi Arabia

In Saudi Arabia, invoicing and payroll both report to the government.

Once a company enters ZATCA’s Phase 2, each tax invoice to a business is sent to ZATCA for clearance before the customer receives it, and each simplified invoice from a shop or website is reported after the sale. ZATCA brings companies in by waves: the 25th wave, announced in July 2026, covers taxpayers whose VAT-able revenue passed SAR 187,500 in any year from 2022 to 2025, with integration due by 1 February 2027. In Odoo, each sales journal is onboarded with a one-time password from the Fatoora portal, and incomplete company or customer details lead to rejected invoices, so we test in ZATCA’s sandbox and simulation environments first.

Payroll reports to the government too. GOSI contributions differ for Saudi and non-Saudi employees, the wage file you upload to Mudad is checked and sets your establishment’s compliance rate, and the end-of-service award under the Saudi Labor Law builds up as a monthly provision. Odoo’s Saudi payroll package covers each of these. We set the salary rules, allowances and bank details, and test the payslips and the Mudad file on a copy of your data before the first live month.

FAQ

Common questions

No. We are based in Salmiya, Kuwait. Workshops, testing and support run remotely, and our consultants travel to your sites in the Kingdom for the days that need someone in the room: process walkthroughs, training and cut-over.

Odoo’s Saudi e-invoicing module connects each sales journal to ZATCA with a one-time password from the Fatoora portal. Tax invoices to businesses are sent for clearance, simplified invoices from Point of Sale and the website are reported, and each printed invoice carries its QR code. We test in ZATCA’s sandbox and simulation environments before switching to production.

Yes. Odoo’s Saudi payroll package calculates GOSI contributions by nationality, books the end-of-service provision every month and exports the WPS file in the format set by the Ministry of Human Resources, ready for upload to Mudad. We configure your salary structures, allowances and loans around it.

Yes. Odoo announced in 2024 that new Odoo.sh customers in the region are hosted in a Google Cloud data center in Dammam. If your policy requires every copy of the data, backups included, to stay under your control in the Kingdom, we install Odoo Enterprise on your own servers or with a Saudi cloud provider.

Kuwait and Saudi Arabia share a time zone and a Friday and Saturday weekend, so our team works your hours. A consultant connects to your Odoo remotely, response times are written into the support agreement, and on-site visits are arranged when a problem needs one.
